CALIFORNIA

Rifles Rifle Flowchart Prohibited: .50 BMG caliber rifles (No .50 cal whatsoever in Los Angeles or San Francisco). Firearms specifically named in Appendices A, B, or C in the Calguns.net flowchart (see link above) are prohibited. Effective 1 January 2017, “fixed magazine” is defined by California SB880/AB 1135 as: “an ammunition feeding device contained in, or permanently attached to, a firearm in such a manner that the device cannot be removed without disassembly of the firearm action.” Semi-automatic centerfire rifles with a fixed magazine that exceeds 10 rounds. Semi-automatic centerfire rifles that have an overall length of less than 30”. If the stock is collapsible or foldable, the measurement is taken from the collapsed or folded position. Semi-automatic centerfire rifles that do not have a fixed magazine, but have any one of the following features:: ○ Pistol grip - a grip that protrudes conspicuously beneath the action of the firearm. ○ Thumbhole stock ○ Folding or telescoping stock ○ Grenade or flare launcher ○ Flash suppressor or flash hider ○ Foregrip - a grip that protrudes conspicuously beneath the barrel and in front of the action Complete AR lower receivers may not include prohibited features listed above, nor appear as a named item on Appendices A, B, or C (see “Rifle Flowchart” link above). 11/6/2019 - DHR CALIFORNIA Permitted: All rimfire caliber rifles with a magazine capacity of 10 rounds or fewer (e.g.: .22LR, .17HMR, etc.) are permitted, excluding rifles with tubular magazines in lever-action firearms, which do not have magazine restrictions. Rimfire caliber rifles are not considered “assault weapons” and can have features that centerfire rifles cannot. Rimfire with a capacity of more than 10 can be purchased by LE with proper LE Credentials on file. Rifles of any caliber with tubular magazines (e.g. lever action) may have a capacity of more than 10 rounds (Cal. Penal Code S.16740). Springfield M1As will be legal if “CA” or “AA” is indicated in the model number (these models will have a muzzle brake instead of a flash hider). Stripped AR receivers are permitted, barring inclusion on Appendices A, B, or C (see “Rifle flowchart” link above). Before shipping, customer must verify with the FFL dealer that they will accept the transfer. Shotguns Prohibited: Shotguns with revolving cylinders (e.g. Franchi SPAS 12, USAS-12, Striker-12, or Streetsweeper). Semi-automatic shotgun that has both a folding/telescoping stock and a pistol grip, thumbhole stock, or vertical handgrip. Semi-automatic shotgun that has the ability to accept any detachable magazine. Shotguns with tubular magazines in which the combined ammunition capacity exceeds 10 rounds AND can be fired by the shooter without either manipulating the magazine selector switch (such as the Standard Manufacturing DP-12), OR that can be fired using a selector switch that allows the shooter to alternatingly use ammunition from more than one tubular magazine without having to manually switch the magazine feeding process (such as the UTAS UTS-15), are prohibited. Permitted: Shotguns with multiple tubular magazines, each having a 10-round or fewer capacity, and that must be manually switched from one tube to the other tube to use each group of ammunition are permitted. Examples of the above are the Kel-Tec KSG pump shotgun and the SRM-1216 semi-automatic shotgun. Semi-automatic shotguns with pistol grips must have a fixed stock to be legal. 11/6/2019 - DHR CALIFORNIA Handguns Handgun Flowchart ● Must be on Department of Justice (DOJ) Handgun Roster to ship*. Every specification for the firearm must match what is on the roster, otherwise it cannot be shipped. ● Models listed on the “Olympic Pistol Exemptions” are permitted. ● Springfield 1911s must have “CA” in the model number to ship, excepting Springfield custom “Professional” models PC9111 & PC9111LR, which are permissible without the “CA” designation. Effective 1 January 2017, “fixed magazine” is defined by California SB 880/AB 1135 as: “an ammunition feeding device contained in, or permanently attached to, a firearm in such a manner that the device cannot be removed without disassembly of the firearm action.” Any semi-automatic pistols that do not have a fixed magazine, but have any one of the following: ○ Threaded barrel capable of accepting a flash suppressor, forward handgrip, or suppressor. ○ Second handgrip ○ A shroud that is attached to, or partially or completely encircles, the barrel that allows the bearer to fire the gun without burning their hand, except a slide that encloses the barrel. Cannot exceed 10+1 round capacity. Mares Legs are not compliant. Los Angeles and San Francisco: “Ultra-compact” handguns are prohibited and are defined as: ○ Overall length of 6¾ inches or less, OR ○ Overall height of 4½ inches or less (measured with magazine detached). *Permissible handguns that are NOT on the handgun roster: Single-action revolvers that have at least a 5 round capacity with a barrel length of at least 3 inches and an overall length of at least 7½ inches are permitted. Single-shot pistols that are top-break or bolt-action with a barrel length of at least 6 inches and have an overall length of at least 10½ inches are permitted. 11/6/2019 - DHR CALIFORNIA Accessories / Ammunition CRPA Ammunition Flow Chart All ammunition and ammo components must ship to an FFL dealer, and effective July 1, Californians must pass a background check to take possession. EXCEPTIONS 1. An ammunition vendor with a valid Ammunition Vendor License; 2. A person who is on the centralized list of exempted federal firearms licensees maintained by the Department shall present a CA DOJ-issued Listing Acknowledgement Letter indicating the individual is currently on the centralized list of exempted federal firearms licensees (FFL); 3. A gunsmith, dealer or wholesaler, ammunition or firearms manufacturer, or importer presenting a valid type 01, 06, 07, or 08 FFL; 03 C&R (Curio & Relic) licensee who presents evidence of their 03 license, whose licensed 03 premises are within the state of California, AND who has and presents a current certificate of eligibility (COE) issued by CA DOJ. 4. An authorized law enforcement representative of a city, county, city and county, or state or federal government shall present written authorization from the head of the agency authorizing the ammunition purchase or transfer, as described by Penal Code section 30352, subdivision (e)(7); a properly identified sworn peace officer, as defined in Chapter 4.5 of Title 3 of Part 2 of the Penal Code, or Federal law enforcement officer, who is authorized to carry a firearm in the course and scope of the officer's duties, shall present both: (A) a sworn state, or local peace officer's credential, and (B) verifiable written certification from the head of the agency, as described by Penal Code section 30352, subdivision (e)(8)(B)(i). The verifiable written certification from the head of the agency expires 30 days after issuance. In the case of the federal, state, or local officer, the ammunition vendor (BudsGunShop.com) must keep a photocopy of the front and back of the credential and the identification document provided, along with the original verifiable written certification from the head of the agency. The ammunition vendor must make a copy of these records available to the CA DOJ upon request. If the law enforcement agency does not allow photocopies to be made of the credential, the ammunition vendor shall retain a business card from the sworn law enforcement officer after personally viewing the credential. At the time of delivery, the ammunition vendor shall require the purchaser or transferee to provide an identification document that meets the requirements of Penal Code section 16300 (a document issued by a federal, state, county, or municipal government, that bears the name, date of birth, description, and photo of the person), to verify that the person who is receiving delivery of the ammunition is the person exempted. Exploding targets, marketed as separate binary components and sold under trade names such as Tannerite, H2 and Last Man Standing (not inclusive), are prohibited. Batons are prohibited. ASP batons and any instrument/weapon known as a Blackjack, Slungshot, Billy, Sandclub, Sap, or Sandbag are prohibited. No .50 BMG ammunition to California. 11/6/2019 - DHR CALIFORNIA So-called “bumpfire” stocks and other devices that attach to a semi-automatic firearm which allow discharge of two or more shots in a burst or increase the rate of fire are prohibited (e.g. Slide Fire, Fostech, etc.). ● Certain cities and municipalities may have regulations regarding stun guns, TASER, or pepper sprays. By purchasing one of these items from BudsGunShop.com, you are certifying under penalty of law that you are eligible to purchase and possess a stun gun, TASER, or defense sprays from BudsGunShop.com. Pepper spray is limited to 2.5oz containers or smaller. AR upper receivers (stripped, barreled, or complete with a 16” barrel minimum) are permitted. ● All magazines are limited to 10 rounds or fewer. Large-capacity, magazine-conversion kits, which include, but are not limited to, the body, spring, follower, and floor or end plate, capable of converting an ammunition feeding device into a large-capacity magazine are prohibited. Rifle caliber ammunition not shipped to the city of Oakland. Other Restrictions We do not ship firearms directly to C&R dealers in California. Rossi Circuit Judge is prohibited. LAW ENFORCEMENT EXEMPTIONS State of California ACTIVE LAW ENFORCEMENT officers and peace officers with proper credentials on file MAY purchase off-roster handguns. This exemption includes FEDERAL law enforcement officers residing or working in California. ● Law Enforcement (including federal) can purchase non-compliant ARs and so-called “assault pistols” as long as the firearm is being used for duty use only. Department letterhead required and must ship to a dealer with an “assault weapon” permit. ● Law Enforcement, Judges, and District Attorneys are able to have ammunition shipped directly to them with proper credentials on file. ● High capacity magazines can also be purchased, however they must be shipped to an FFL. Credentials need to be on file prior to shipment. ● Active LE are able to purchase stun guns, TASERs, defense spray, and batons. ● Certain entities (departments or city/county offices) and sworn officers (individuals) are eligible to purchase “off-roster” handguns. These entities/officers must have satisfactorily completed the firearms portion of a training course prescribed by the Commission on Peace Officer Standards and Training pursuant to CA Section 832. FLORIDA

For all handguns, long guns and “other” firearms (e.g. pistol-grip firearms expelling a shotgun shell, stripped receivers, frames, etc.), purchasers must be minimum age of 21 (also see Law Enforcement exemptions). . 3 April 2018-DHR LAW ENFORCEMENT EXEMPTIONS The following are exempt from minimum age 21 for Long gun transfers: · Law Enforcement officers, Corrections, Active Military as defined in Florida Statutes 943.10 (1), (2), (3), (6), (7), (8), or (9) see here. OR, · a service member as defined in s.250.01 see here. are EXEMPT from long gun (only) restriction minimum age of 21. · (“Handguns” and “Other” firearms must still be minimum age 21 for transfer).

 

GUAM

No shotguns without a stock, having a pistol grip only that is not fired from the shoulder. o For example, the Mossberg Cruiser is not permitted. No handguns with a barrel exceeding 12”. No ammunition or ammunition components. No pressurized aerosol spray products (including pepper spray).

 

HAWAII

Prohibited: Handguns with a capacity exceeding 10 rounds. Any pistol or revolver, the frame or receiver of which is a die casting of zinc alloy, which has a melting temperature of less than 800 degrees F. Cobra, Phoenix Arms, Heritage Arms firearms, Walther rimfire pistols, GSG rimfire pistols, and Hi-Point pistols are prohibited. Semi-automatic handguns which accept a detachable magazine and have two or more of the following features: ● Magazine that attaches to the pistol outside of the pistol grip. ● Threaded barrel capable of accepting a barrel extender, flash suppressor, forward hand grip, or silencer. ● Barrel shroud. ● Manufactured weight of 50oz or more (unloaded). ● Centerfire pistol with an overall length of 12 inches or more. ● Semi-automatic version of an automatic firearm (not to include a firearm with a barrel 16” or more in length). Complete AR lower receivers may not include prohibited features listed above, nor appear as a named item on Appendices A, B, or C (see “Rifle Flowchart” link above). Pistol-grip firearms expelling a shotgun shell that are 26” or longer in overall length, but with smooth-bore barrels shorter than 18” in length are not being transferred by Hawaii FFLs. Regardless whether pump-action or semi-automatic, this category includes the Mossberg Shockwave, Remington Tac-14, Emperor Arms Duke / Mogul series and the like. No ammunition or ammunition components.. 9/26/2019 - DHR Hawaii No stun guns or TASERs. No pressurized aerosol spray products (including pepper spray). LAW ENFORCEMENT EXEMPTIONS Law Enforcement is exempt from the above (with proper credentials submitted).

 

ILLINOIS

Illinois State Restrictions: Customers must possess a valid Illinois FOID (Firearm Owner’s ID) card to purchase firearms or ammunition anywhere in Illinois. Alternately, persons possessing a valid Illinois Concealed Carry License may present their valid license in lieu of the FOID card. It must be faxed or emailed to us prior to shipment. IOWA

Handguns Handgun Transfer: Iowa residents must posess an unexpired Iowa Permit to Acquire (PTA), or unexpired Iowa Permit to Carry (PTC) in order to have a handgun transferred. These permits may be either a “nonprofessional” permit, or a “professional” permit for people employed in the following: a) Private investigation or security business; b) Peace officer; c) Correctional officer d) Armed security guard; e) Bank messenger; f) Person transporting property of a value requiring security; or g) Police work. Exemptions to the above are: 1) An antique handgun manufactured in or before 1898. 2) Post-1898 antique-replica handguns of matchlock, flintlock, or percussion-cap ignition (typically black powder pistols). A person who is on the centralized list of exempted federal firearms licensees maintained by the Department shall present a CA DOJ-issued Listing Acknowledgement Letter indicating the individual is currently on the centralized list of exempted federal firearms licensees (FFL); 3. A gunsmith, dealer or wholesaler, ammunition or firearms manufacturer, or importer presenting a valid type 01, 06, 07, or 08 FFL; 03 C&R (Curio & Relic) licensee who presents evidence of their 03 license, whose licensed 03 premises are within the state of California, AND who has and presents a current certificate of eligibility (COE) issued by CA DOJ. 4. An authorized law enforcement representative of a city, county, city and county, or state or federal government shall present written authorization from the head of the agency authorizing the ammunition purchase or transfer, as described by Penal Code section 30352, subdivision (e)(7); a properly identified sworn peace officer, as defined in Chapter 4.5 of Title 3 of Part 2 of the Penal Code, or Federal law enforcement officer, who is authorized to carry a firearm in the course and scope of the officer's duties, shall present both: (A) a sworn state, or local peace officer's credential, and (B) verifiable written certification from the head of the agency, as described by Penal Code section 30352, subdivision (e)(8)(B)(i). The verifiable written certification from the head of the agency expires 30 days after issuance. In the case of the federal, state, or local officer, the ammunition vendor (BudsGunShop.com) must keep a photocopy of the front and back of the credential and the identification document provided, along with the original verifiable written certification from the head of the agency. The ammunition vendor must make a copy of these records available to the CA DOJ upon request. If the law enforcement agency does not allow photocopies to be made of the credential, the ammunition vendor shall retain a business card from the sworn law enforcement officer after personally viewing the credential. At the time of delivery, the ammunition vendor shall require the purchaser or transferee to provide an identification document that meets the requirements of Penal Code section 16300 (a document issued by a federal, state, county, or municipal government, that bears the name, date of birth, description, and photo of the person), to verify that the person who is receiving delivery of the ammunition is the person exempted. 11/6/2019 - DHR IOWA Exploding targets, marketed as separate binary components and sold under trade names such as Tannerite, H2 and Last Man Standing (not inclusive), are prohibited. Batons are prohibited. ASP batons and any instrument/weapon known as a Blackjack, Slungshot, Billy, Sandclub, Sap, or Sandbag are prohibited. No .50 BMG ammunition to California. So-called “bumpfire” stocks and other devices that attach to a semi-automatic firearm which allow discharge of two or more shots in a burst or increase the rate of fire are prohibited (e.g. Slide Fire, Fostech, etc.). ● Certain cities and municipalities may have regulations regarding stun guns, TASER, or pepper sprays. MASSACHUSETTS FIREARMS LICENSES AND ID CARDS A Massachusetts-issued License to Carry (LTC/LTC-A or LTC-B), or Massachusetts-issued Firearm Identification Card (FID) must be provided to the transferring Massachusetts FFL in order to transfer firearms to Massachusetts residents. LTC and LTC-A: Allows for transfer of large-capacity firearms, (excluding so-called “Assault Weapons”), pre-ban models prior to 1994, firearms, rifles, shotguns and feeding devices, as well as ammunition*. A firearm (Handgun or Rifle) is “largecapacity” if it is 1) semiautomatic and has a feeding device of more than ten rounds of ammunition; OR 2) a shotgun that can hold more than five shotgun shells in the magazine of the shotgun, regardless of the action. LTC-B: This license has been eliminated, but all current Class B licenses will remain valid until expiration date (all Class B licenses will be phased out by 2021). LTC-B allows for transfer of non-large-capacity Handguns, and Rifles and Shotguns (whether large capacity or not) and ammunition*. FID: The Firearms Identification Card allows for transfer of Non-Large-capacity Rifles and Shotugns, and ammunition* (no handguns). Minnesota

● Prohibited: Handguns (other than antique firearms) where the frame, barrel, cylinder, slide or breech-lock is composed of any material with a melting point of less than 1,000 degrees F, or an ultimate tensile strength of less than 55,000 psi, or comprised of any powdered metal having a density of less than 7.5 grams/cubic centimeter. ● Prohibited: Ruger Wrangler .22 revolvers, Walther rimfire pistols, Cobra, Phoenix Arms, Heritage Arms, Hi-Point, and GSG rimfire pistols. Accessories / Ammunition ● Certain cities and municipalities may have regulations regarding Stun Guns, TASER, or Defense Sprays. By purchasing one of these items from BudsGunShop.com, you are certifying under penalty of law that you are eligible to purchase and possess a Stun Guns, TASER, or Defense Sprays from BudsGunShop.com. Washington

Handguns Handguns: Per Initiative Measure 1639, handgun regulation effective July 1, 2019: To purchase a handgun in the state of Washington, a person must be minimum age 21, a resident of the state, and must possess a valid concealed pistol license. Additionally, the transferring dealer must be notified in writing by the chief of police or sheriff of a jurisdiction in which the purchaser resides that the purchaser is eligible to possess a pistol under RCW 9.41.040. Rifles Semi-Automatic Rifles In Washington, a semi-automatic assault rifle is defined by Initiative Measure 1639 as: Any rifle which utilizes a portion of the energy of a firing cartridge to extract the fired cartridge case and chamber the next round, and which requires a separate pull of the trigger to fire each cartridge. To purchase semi-automatic rifles as defined above, a person must be a resident of the state and minimum 21 years of age. This restriction does not include those rifles that are: 1. Antique firearms 12/27/2019 - DHR WASHINGTON 2. Any firearm rendered permanently inoperable 3. Any firearm that is manually operated by a bolt, pump, lever, or slide action. There are no exceptions for military or police members under the age of 21, and .22 caliber semi-automatic rimfire or centerfire rifles are included within the scope of the regulation. Frames and Receivers Washington HB 1739 defines any firearm manufactured after July 1, 2019 without a serial number as an "Untraceable Firearm." Included in the Washington definition of "firearm" are so-called 80% frames and receivers. Any UNSERIALIZED firearm, frame or receiver in any stage of manufacture, manufactured after July 1, 2019 is prohibited. Any SERIALIZED firearm, frame or receiver in any stage of manufacture must ship to an FFL for transfer. Black Powder Firearms Black Powder Firearms: Per Initiative Measure 1639, handgun regulation effective July 1, 2019: All black powder firearms must be transferred via Federal Firearms Licensee (FFL). The only exception allowed is for “antique firearms” as defined in RCW 9.41.010: 1. “Antique firearm” means a firearm or replica of a firearm not designed or redesigned for using rimfire or conventional centerfire ignition with fixed ammunition and manufactured in or before 1898, including any matchlock, flintlock, percussion cap, or similar type of ignition system and also any firearm using fixed ammunition manufactured in or before 1898, for which ammunition is no longer manufactured in the United States and is not readily available in the ordinary channels of commercial trade. Thus all “modern” black powder firearms, even those that are not convertible to rimfire or centerfire, must transfer through an FFL. West Virginia

Residents age 18-20, if not otherwise prohibited, can obtain a provisional conceal carry license to carry a handgun on their person. This provisional license is valid until the resident turns 21. However, federal law still holds that handguns may not be transferred to a person under the age of 21. We may not sell or transfer a handgun to any individual we know, or have reasonable cause to believe, is less the 21 years of age, to include those possessing a West Virginia Provisional Conceal Carry License. Active LE Officers are exempt.

Wisconsin

Pepper spray canisters must be less than 2.1 oz (60 grams). Active LE Officers are exempt.
